    Bureaucrats by definition do not have the technical knowledge to even understand Six Sigma much less install it in a workplace. To be able to improve something you first need to know it.

    If bureaucrats had that technical knowledge they would not be bureaucrats. Bureaucrats are gate keepers who try to control who gets through the gate and how.

    I did not say that Six Sigma is detrimental.
